with a PPO at garden grill can i go through the IG and will they allow me in to take into account walking time. I have an 8:15 and wanted to get through around 7:40-45 to get there by 8

They'll start letting you in with everyone else around 7:45-8. It's short walk

I have been kind of having an inverse question....would we be able to drive or bus to Epcot and cut through the park to leave through the IG before world showcase opens at 11am to get to a Bon Voyage ADR or should we bus to Studios and walk? (APs planning on spending park time post breakfast at Epcot staying at ASMovies)

Sure, you can enter the park main entrance when it opens at 9 am and go out the IG before 11AM.

Just make sure you go out the Canada/England/France path instead of trying to go the other way around Mexico/Norway/Germany etc. That is the only half of the WS you can walk through to the IG gates early in the morning
