can anyone help me with how to add a basic frame in photoshop. Is there something built within photoshop that lets you create frames?

I'm not quite sure what you mean by frame I know you can add a border to any image by doing CTRL + A which is select all, then go to edit: stroke: and choose your color and border.

You can also use "Image" "Canvas Size" and add whatever amount of room you want around your image, choose the space with your magic wand and either do an "Edit" "Fill" and then "Filter" "Render Clouds", or use the variegating option, or copy and paste another image into it.
