Addition to Reservation

Wow! I can't believe Disney would be that punitive. How inhospitable! At which restaurant did this happen?

I guess I need to read the fine print in the confirmation agreement next time I make an ADR to see how they can do that. It was always my impression that the $10 fee per person was for no-shows or people who didn't cancel in time.

If there is a clause in there that states you can be assessed the no-show penalty fit for showing up with an extra non-paying baby, then I guess I won't be making any more ADRs.
it was Chef Mickey not sure which time, breakfast or dinner and yes the extra person was an infant who was to be held no highchair. mom and older kids stayed while dad and baby went else where

Disney is in the business of making your vacation magical. They aren't going to go out of their way to irritate you. The Disney response is almost always: "Let me see if there is something I can do."
That said, if there isn't anything they can do, then there isn't anything they can do. ...And that said, recent discounts suggest that many eateries are operating at less than full capacity, so maybe there is something that they can do. Disney is certainly trying to get more people at the tables. But this does not mean that anyone should expect to be successful on any particular occasion. If you are successful, thank your lucky stars and tip well. If you are not successful, don't mope and blame Disney. They did not create the adverse situation, you (or your in-laws; or your college roommate who lives in Winter Park) did.

If you don't take your table you are a no show. It is not Disney's fault someone has more people than are accounted for, and so decided to walk away. Every person has to be accounted for on an ADR, no matter how small.
