Adding on dining plan

can you add on the dining plan on arrival at the hotel after booking a package holiday that will be paid for already.

I don't think so. Here's what these boards say under the sticky for the DDP plans.

How far in advance can I add the dining plan before my arrival?
The Dining Plan can be added to qualifying packages until shortly before your arrival date. The number of days varies depending on circumstances, so the recommendation is to be sure that you've made final arrangements at least a week prior. Call Disney or your travel agent for specific restrictions.

I think I've read at least 3 days, but maybe it was 7. To be sure check with Disney.

CM told me I have 72 hours until check-in to add DDP.

is correct...We added this on last week and just made the cut to not get charged to change as well. CM told me that if you add it on less than two weeks to your day of arrival that you are charged an additional fee ($10 i think??) because after that point the cards are already printed off???

72 hours is the cut off...I have never heard of anyone adding it on after that point though...

No you can't. DDP must be added to a package reservation and paid for at least 3 days prior to arrival. It sounds from the OP's post like they are in the UK...in that case call WDW or whoever you booked through and ask the time limit - but you definitely cannot add it at check-in.
