Of course they will say that. The loans ...instead of give away on half the amount....I guess the dems will take credit for that too.....if it's true.

Is it posted? Have you seen anything about the clause that eliminated the ability of judicial review over the operations?

Less then the full amount has always been part of the plan from Congress.

Nothing is really 'in the bill' or 'out of the bill' until the bill is presented for a vote of some kind. I'm not even sure it is out of committe yet.
