We are renting points and have a 1 bedroom at SSR. I want to request a room location/building. Can I do that or does the DVC memeber we are renting from have to do it for me? Also can I call and add the DDP or does the DVC member have to do that too?
The member who controls your reservation will need to make requests and also add the DDP for your stay. You could make a request at check-in, but any advance request needs to be made by the member who made the reservation for you. They would also need to add Magical Express for you, if you want to use that service.
Keep in mind that DVC requests are requests only - we've had very poor luck over the years getting any sort of request met - poor enough that I don't bother to make them anymore.

Unfortunately, it all depends on what your request is and if it is already taken when you arrive. Sometimes you get the request and sometimes you don't. The more simple and general your request is, the better chance you have of getting it fulfilled.
No. DVC operates at pretty much 100% occupancy year round. Unlike Disney hotels that have slow seasons that make it easy to move guests around, DVC doesn't. There are a few really prime locations at SSR, and nearly everyone wants those. Requests are usually filled in some form of "first come first serve" - for a long time they assigned rooms (and requests) based on booking date (although when they did that I still had a low floor smoking room instead of my high floor non-smoking room I requested). Then they were assigning rooms based on what was ready when you checked in - check in when a lot of rooms were clean but few people had checked in, increase your chances of getting your request. Now they seem to be more or less back to the first.
