when you fill out a thing to get a quote for the disney cruise and it asks for your disney club number thats the disney vacation club number right?

If you are trying to make a cruise reservation using DVC points, MS is the only place it can be done.

If you are requesting a rate quote from Dreams or DCL, the Disney Club question refers to the Disney Club- not DVC (although there are few Disney Club perks available for the cruise).
