At my house I'm the camera addict. My husband finally gave in and let me get a used Nikon D70 (great deal $450 less than 600 pictures taken on it) in March. Everything was fine for a few months and then I wanted a flash & a zoom....keep in mind that when you buy a dslr you will want lenses, flashes, filters, etc. By the way, I do strongly believe the flash has made a difference in my pictures.
The pictures are much better than my p&s, better color, less red-eye etc. I love my camera but it is very addicting.
I recommend if your husband does get a dslr to research the brand and model before he purchases it. As far as lenses go, they need to be researched also, usually you get what you pay for. There are some great forums for nikon, canon, and I'm sure others. I have learned so much reading the forums.
