$7 in Universal $$$ when by ticket with Entertainment Card

I noticed in the Entertainment book that when you buy Universal park tickets you can get $7 back per ticket in Universal money. Do you have to do this at the gate? If not, where can you get this deal?

This offer (at least in 2002 EB) only applied to full price tickets (purchased at the gate). Any time I looked I was able to get a better deal by either using a AAA or universal online specials.
