There have been MANY post on this subject and they can get pretty nasty, just a warning.
You need to do what's best for you and your family. Will you children say they are 3 when you tell the CM they are still 2? Because that has happened many times. They may not check ID, but if they are suspicious, they might ask the child, "How old are you?" and most 3 year olds can talk and are proud to say they are 3.
We're in the same boat. Our younger DD will be 3 years and 2 weeks old when we go in October for Halloween. She's also tiny and doesn't talk yet but I'd feel too guilty lying in front of my 5 year old. It was our decision to go for Halloween rather than going before she turns 3 so we need to pay the pipper.
WDW had to have a cut off at some point, and they chose 3.
And like a previous poster said, there are MANY rides and shows for toddlers. Dumbo, Peter Pan, Pooh, It's a Small World, the Carosuel, and shows like Ariel, Cinderella's Celebration, Beauty and the Beast and each park has a parade which our DD LOVED! And then all the places to meet the characters too!
