I keep seeing mention of this throughout the forum and i'm curious as to what it is. I flew last December and had to have my liquids (under 4oz, I think) in a quart sized ziploc bag. Is this something new? I'll be flying again in a couple of weeks.

No that 311 is what that bag is called 3oz (actually 3.4 oz)or less, 1 quart sized bag 1 per person.
 
The liquids have to be under 100mL (or about 3.4oz) and it a 1 quart (or 1 litre) bag. Since the US doesn't use metric (thus the 100mL isn't really meaningful to most people), the TSA uses the short form 3-1-1 (3oz in 1 bag per 1 person), because it sounds better than 3.4-1-1 (which is really what it is).

Is it new? Depends on what you consider new. It was started in 2006.
