Technically disney does not allow under 21 to stay in a room without an over 21 either. So there must be legal issues with the group- I mean that for disney you are not an adult until 21.

Not quite accurate. It's always been my understanding that young adult guests age 18-20 can be booked into a stateroom without someone over 21, but there cannot be any minors (under 18) booked to the same stateroom unless the minors are children of the young adult. If all passengers booked to that stateroom are within the 18-20 age range it's not a problem.
