I like the marathon investigation guy, but I would probably notify the race director before bringing in a 3rd party or telling other people. Give them a chance to investigate and handle the issue first.
He said he intentionally waited until after the 10k started to post this article, mostly so Patty wouldn't see it before starting her run:
I am posting this article at the start of the 10k race. Race officials are aware that Patty has been identified as the runner wearing the stolen bib. I waited to post this article because I did not want Patty to know that she was identified before the 10k race. I wanted her to run this as she normally would. I wanted to give race officials the chance to question her after the race. It remains to be seen if they do so.
The guy who runs marathon investigation usually waits until he has sufficient evidence before posting anything online. There are times a skipped mat may have been a glitch, and he just lets it swing by. He'll also ask the runners and race officials for their sides of the story, also. If a runner goes "yeah, my fault, I messed up." he usually lets the race officials handle it, and lets it go. It's those times when runners double down after getting caught is when he'll post something.
In the case of Patty, this isn't her first time getting caught stealing a bib. I wonder if there's someone at the pick up tables at the Disney Land races that's helping her with this.
