Yes. You can change to any other resort as long as there is availability. There are rooms specifically earmarked for bounceback offers. It stipulates this at the bottom of the bounceback offer.
The availablity has to be there, though...and the hotel may have "availability" at the rack rate, but no availability for the discount offer because they only set aside a certain number of rooms per each offer. (For example, if you go on the Disney website you can book value resorts at the rack rate any time during Free Dining...but if you try to book them WITH the Free Dining offer, there are some time frames that will show "no availability": they actually do have rooms available in those hotels at the time, just not rooms for the Free Dining offer.)
I do know of people who could not get bounceback applied to existing reservations because their preferred resort had no bounceback rooms left for the days they wanted...if you're willing to be flexible on resorts, though, and switch reservations to available hotels if needed, then you're sure to get the offer applied.
