It has always been Disney's stance that a child turning 3 while there will not be charged. They want you to come and celebrate your child's birthday. If you come across cast members that give you a hard time, just ask for a manager and they should know the rules. This is from the WDW website.

Welcome back! It's always a pleasure to help out a returning Guest to the Disney Parks Moms Panel. First and foremost we want to wish your little boy a very happy birthday from all of us. I hope his trip is extra magical. Be sure to pick him up a birthday button from any Guest Services location. The button is sure to bring lots of smiles and well wishes his way during your visit.
I have great news. Disney will abide by the age your child is when you either check in for a Resort package, or enter a theme park for a first time if you are staying off site with a multi-day ticket. For example if you check in for your package at a Disney Resort hotel on a Tuesday and your little one turns 3 on Thursday, he would be considered 2 years old for the entire trip. Children under 3 are Guests of Mickey himself and do not need to pay for theme park admission. Isn't that awesome?
