It has always been Disney's stance that a child turning 3 while there will not be charged. They want you to come and celebrate your child's birthday. If you come across cast members that give you a hard time, just ask for a manager and they should know the rules. This is from the WDW website.

Welcome back! It's always a pleasure to help out a returning Guest to the Disney Parks Moms Panel. First and foremost we want to wish your little boy a very happy birthday from all of us. I hope his trip is extra magical. Be sure to pick him up a birthday button from any Guest Services location. The button is sure to bring lots of smiles and well wishes his way during your visit.

I have great news. Disney will abide by the age your child is when you either check in for a Resort package, or enter a theme park for a first time if you are staying off site with a multi-day ticket. For example if you check in for your package at a Disney Resort hotel on a Tuesday and your little one turns 3 on Thursday, he would be considered 2 years old for the entire trip. Children under 3 are Guests of Mickey himself and do not need to pay for theme park admission. Isn't that awesome?

I would also get the answer from one of the Disney CMs on chat and screen shot it. Keep it in your phone. If they give you any trouble about it, be prepared to ask for the manager and show the chat message to him/her.

Chat CMs don’t always know what they’re talking about, and anything they say should be taken with a grain of salt. A screen shot from a chat isn’t particularly useful, even if they happen to be correct.

It’s Disney policy that you don’t age while there. You don’t need a CM chat to prove that. In the incredibly rare instance that you run into an issue at the podium, you shouldn’t have to go very far up the ladder for resolution.

I think using logic applies in this situation. If you can’t purchase a ticket or dining plan for someone, does it make sense to charge them for food at a buffet? No, it doesn’t.

I have never, ever seen a report of a manager giving someone trouble and a very rare instance of having trouble at the podium. It really, truly isn’t a big deal or anything to stress about.
