I understand that children under three are free at charater buffets. Now this one confuses me since it has characters, a cold buffet but a menu. So can the kids snack off my plate and the cold buffet table for free or will they be charged for a meal?

Also I was reading that child meals are for under 9 and adults over nine. Would I be allowed to order an adult meal and my DD 9 order a child's meal and than "trade her". Some of the meals aren't really appealling to her. We're still using the same number of credits as kids and adults.

You will only be charged for the children under 3 if you order from the menu for them.

I have never been to the Norway breakfast, but from the character meals I've done, anyone can pick from anything at the buffets. They group kids foods and adults separate, but you can go through either (or both) lines. The price of the buffet is determined by your age.
If you attend a character meal and do not eat, I believe there is an entertainment charge for attending, but this might be intended for older diners (not sure about the under 3 crowd).
