If you go by the letter of the law, it should be the two people who are actually on the plan since the brochure says there is no sharing allowed.

In reality, in your situation, I don't think there is anyway for them to know who is who. You can only get two meals at a time on the plan, but I think you know that already.

Sounds similar to when one person on the dining plan wants to pay for some out of pocket vs using a credit. Just choose the 3 least expensive entrees to pay & use DDP for the others. Yes, you just have to be sure to use the proper band, although if you are paying for it all, you can put it all on one band.
