Also, the Princess Storybook Dining at Akershus do you have to have a ticket to Epcot to be able to do that?

you need a ticket for every restaurant inside a theme park, so yes.

This is why we got the park hopper option with the DDP, we can go to dinner at one park but go to a different park during the day if we want.

To get to any restaurant in a Park you must have valid admission to that Park. The only exception to this is you can get into the Rain Forest Cafe from either inside or outside of AK but you cannot get from one side to the other without going through the kitchen.
