2 half days and 1 full day at universal, how to plan?

I will be arriving in 3/7 around 2pm in the universal studio. That means I will only have half day in the park. I am staying at Royal Pacific which means I will get the express unlimited. then I get a full day on 3/8 at universal again and half day on 3/13 (that's the day that we leave).
I believe we don't get any Express unlimited or early admission on 3/13 because we only stay one night (3/7) at Royal Pacific.
I am wondering which park I should visit twice for 2 half day (3/7 and 3/13) and which park I should do in 3/8 (full day)?
I want to go to IA on 3/7 but I will not be able to get the riding pass for Hagrid's Magical Creatures Motorbike Adventure because I won't get there till 2ish. is Hagrid's ride really only give passes out in the morning and they get real crowded later on in the day?
Should I plan on doing IA on 3/8 so that I can get to the park early , like at 7am and get the pass for Hagrid's?

Hagrids is typically releasing virtual queue passes a few times throughout the day. You can get it from anywhere on property, hotels included.

Which park will you do more rides or re-rides at? With EP all day on a Monday, that will be a lot of rides. Right now early entry is at IoA, which will put you behind the EE crowd on Sat 3/13 if you're trying to get in line first thing at Hagrids.
