2 groups staying at Pop & AoA - can we use each other's pools?

My family (me, DH and 17 year old twins) is staying at a Nemo room at AoA. My MIL and SIL are going to stay across the bridge at Pop.

The plan was to primarily hang out at AoA together when not at the parks, but if my kids wanted to go meander over to Grandma's resort pool, would that be allowed?

Disney's policy is the pools at one resort are only to be used by guests at that resort only. There are "sister" resorts like all the All Stars Resort guests can use all the All Stars pools. And Port Orleans Riverside and French Quarter can share pool access between those two. But, Pop Century and Art of Animation are not considered sister resorts. You can meander but not swim according to the policy.
 
The official policy is no. But, be sure to check with the lifeguards on duty as exceptions can be made if the pools are not too crowded.
For example, we were staying at POR one year and had some friends visit us at the resort. The plan was to ride the boat to DTD together and spend the evening there. When we asked concierge if they could park their car at the resort, they said yes. And, then they encouraged us to skip DTD and spend the evening eating and swimming at POR. I double checked with the lifeguard and he encouraged it, too.
We ended up splitting our evening between POR and DTD and our friends became converts and stayed there on their next trip.
 

We straight up went to the front desk and asked when not staying at AoA and they said no problem. A friend of mine just got back from AKL and had the same thing happen.

That's good to hear, we're planning for a quieter week at the parks, so hopefully they maintain that sort of flexibility.

I think your situation is different than someone wanting to swim at a Resort they are not staying at AND don't have any Family/Friends staying there.

That situation would be a definite no-no.

But with you having Family at both Resorts,I would just explain the situation to the Lifeguards(it's "their" Pool)and ask permission from them-you should be fine following that "protocol".:)

Unfortunately the front desk does not have the final say over the pool. The lifeguards on duty have it. It could happen that you are given permission by the front desk, but the lifeguards will not allow it. And as they are the ones having to keep an eye on the "extras" they are the ones with the final say.

If you want them to allow you extra guests, ask the lifeguards.

Great advice and with the OP's situation,the chances are almost 100% the Lifeguards will say yes,especially since they want to use POP's Pools which are generally not as crowded as The Big Blue,etc. at AoA..:)
