2 apps = 1 entree?

Can this be done for a table service credit? Trade one entree for two appetizers?

nope. It has to do with the way the restaurants are reimbursed.

Disney-owned restaurants might (might!) allow a diner to order a single appetizer as the entree. Contracted restaurants - most of World Showcase, most if not all of Disney Springs - as @siren0119 stated, will not allow any alterations.

The dining plan is very restrictive in this manner...a big part of the reason we do not get it.
