I know we count her as a "person" for the reservation but will we be charged for anything (like at the buffet character meals) or will it be frowned upon if she eats off our plates? She will not eat a whole meal on her own.
 
Under 3 you don't get charged anything and it is perfectly acceptable to let the child eat from party members plates. If you want something like an addition side or cup of milk/juice at regular restaurants you'll pay for that. At buffets they usually will bring a sippy cup for the under 3s at no cost.
 
We took our daughter at 18 months old on our last trip - we had DDP and she wasn't included. I think we got her her own plate at buffets. For other TS restaurants, I'm not sure - we only ate at one, the rest were buffets, and I assumed they charged us, since we got her an actual kids meal, but I never thought to check the receipt.
 
If you order a kids meal or anything not from your plates (ie. juice) you are charged. At buffets, she eats for free. She eats anything of yours for free as well.

its not frowned upon. its what disney says is perfectly acceptable.
 
most times we have not been charged but once, and I do not remember which one, we were charged for the milk at one character meal. we were able to get a plate from buffet for free at all of the character meals. so I would plan on paying for drinks and be thankful if it is free. yes we were on the dining plan

This is exactly what we're doing with my niece who will be 18 months old when we go in Sept. All of our ADR's are either buffet or AYCTE, except for BOG dinner.. so we plan on ordering a kids meal for her there, which will be the only thing she'll be charged for.
 
Our niece was not quite 2 when we went 2 years ago. Everything those above are saying is true (buffets - no issue, TS/CS - only charged if you order something specifically for the child). I wanted to add that not once did we actually need to order her anything. We kept her milk in the fridge in the room so she had that in the morning before we got on the bus, and again in the evening before bed; and some times she had my son's milk when he refused to drink anything but water. And we always had plenty of food to share from our plates, plus the "freebies" at table serv places. Fulton's (not that that's an option) had some crab spread with the bread instead of butter and she went nuts for that; Marrakesh brought all of the kids carrot sticks, even knowing she wasn't ordering her own meal; etc. Every table serv place brought an empty plate for her without asking. Far from being frowned upon!! Expected, encouraged, just fine. :)
