We will be checking in at BLT on a Sunday in September and were thinking about an early dinner at 1900 Park Fare, can we get a table without a reservation and what would the wait time be around 4:30-5PM

That seems incredibly unlikely.

I've been there twice for dinner, during slower seasons, and it is the ONLY restaurant at WDW I've ever had to wait more than 10 minutes for an ADR. The first time, we waited 45 minutes, the second time, 30 minutes. And that's WITH an ADR.

Now, maybe you'll get lucky at 4:30. But it's definitely a gamble.

I agree with the PP. 1900 Park Fare being a character dinner and September being Free Dining... your chances of getting a table without an ADR are slim to none. And like the PP said we have always had to wait from 30 to 45 minutes here, even with a reservation. But it never hurts to ask... you just might get a little pixie dust sprinkled your way!

I have never been able to get a walk-up at 1900 Park. I have tried several times when I couldn't get an ADR. It never worked.
