My family is planning a trip October 17-23 of this year. We have not yet booked a resort in the hopes that the free dining is offered. Do we have to have our resort booked before being allowed ADRs 180 out?

Everyone gets the 180 days out but with the resort reservation you would get the plus 10 which would cover your trip. If not you would need to do each day separately.
Now some people go ahead and book the package and hope that they have free dining, then you can call when they offer it and they will credit your account. Other people think if everyone books in advance Disney will feel they dont need to offer Free Dining because they have some many reservations.
I would book the package and see what happens. That is a time they always have free dining. I wouldnt expect that to change. See what others reply too. Good Luck!
 
If you want the small number of restaurants that book up before 180 days (because of the +10 benefit), you'll want to book your package.

If not, most restaurants at WDW will be available at 180 days. Anyone can make ADRs. You don't need to have any other reservation or tickets.
 
Thanks for the help everyone. So now it brings me to my next questions. We are a family of 5 so we have bee looking at possibly staying in one room at Carribean or two rooms at Pop. My first question is what you would recommend as the better choice when considering buses to and from the park, and other aspects with the two.

Also, if we to book at one and change to the other after making ADR, would that cancel our reservations?

I can address the second part :)

ADRs are always separate, since anyone can make them. Canceling a room reservation won't touch your ADRs.
