I'm sure the 18% is added because DDP is advertised as including tax and tip. If they didn't include the tip, many guests would assume it was included and the server would get nothing. In many resort locations, the customary tip is added to ALL checks.
If you don't want to tip 18%, or 15%, or 5%...just let someone know and I'm sure they'll take it off the check. The best time to do that is when you order, so it doesn't require extra work for the server and extra time for you.
