15 month annual pass question?

Ok, first off, can someone clarify this for me? I first thought that the 15 month annual pass was just for people who are renewing their AP, but then later heard that it is a promotion on all AP purchases(including new purchases). Which is it?

Secondly, if it is available on new purchases, any idea where I would be able to upgrade a ticket(I have already purchased a MYW ticket) before going to WDW? My trip isn't until next July, so I wouldn't want to wait to upgrade it until I go and then miss out on the 15 months. I live in Massachusetts if it makes a difference.

As far as I know it is still being honored. Actually I just recently heard about it, so i think it's new, and would be surprised if not. But I am not at all positive about that.

Annual Pass Renewals - Policy Change!

Effective Sunday August 2, 2009 there is a change in policy concerning renewal of certain Annual Passes.

This change applies to: Tourist Premium Annual Pass, Tourist Annual Pass, Florida Resident Premium Annual Pass, Florida Resident Annual Pass, and Florida Resident Seasonal Pass.

This change specifically does not apply to Epcot After 4:00 Annual Pass, Water Parks Annual Pass, or Disney Quest Annual Pass.

The notice did not say anything about the DVC Member AP or PAP or the Charter AP or PAP.

Effective August 2, 2009 renewals within 30 days before or after the expiration date will receive an additional three months and will be valid for 15 months from the expiration date of the current Pass.

Renewal Exchange Vouchers sold prior to August 2, 2009 may be redeemed with this offer provided the renewal is occurring August 2, 2009 or later.

There was no indication in the notice of an expiration date of this policy, but there was the standard disclaimer of "Offer dates are subject to change without notice".

The notice does indicate that "normal renewal practices" will be followed. This does mean that if you have a used or unused MYW ticket that it can be upgraded to an Annual Pass at the renewal rate.
