We don't do much more than go out to eat as a family... maybe a movie or bowling. Otherwise how about having a couple of close friends spend the night??
My daughter turned 13 on her last birthday and it wasnt treated any differently than any other birthday.. she had a party and some friends came over.. Now her 16th birthday will be special, so I will do something extra special..

I bought my daughter a nice birthstone ring for her 13th. I figured becoming a teen was a big deal and she was old enough to take care of a nice piece of jewelry.
We have a while until DD turns 13 but I have a friend with 4 children that does celebrate each in a special way. She takes each child on a trip anywhere in the US for their birthday. It's just a mom/child weekend trip. She took her twin daughters to Manhattan and they took in a few shows, ate at some neat places and did some shopping. I can't remember where she took either of her sons. Obviously, this could be a pretty pricey present but could be scaled back w/i any budget and still be fun.

We went out to eat with our extended family on her actual birthday, then had a pool party for her friends a couple of weeks later. We also gave her a jet ski.

My DD turned 13 last year.
We rented a limo, and she and a few friends (with my sister) rode around for a while, stopped and got pizza, then ice cream.
Afterwards the limo dropped them off at a hotel here where we had gotten them a suite. It had an indoor pool, so they went swimming, then back up to the room for cake and movies. My sister stayed with them...she's a little "cooler" than me, but still a trustworthy chaperone.
