Zootopia expansion coming to Shanghai

They can just put those facilities somewhere else. Zootopia is way more important than the backstage areas.

They have a ton of suitable space (enough for several lands) in between the main park and Rafikis. It would be way more expensive to move that facility elsewhere than to just leave it and build on the suitable land.

But with a government grant from the ministry of silly threads, I believe it can be much sillier.
