Trying to buy tickets this morning. Why would I get this error? What does that mean?

FWIW, we tried to add it as a saved card separately and it wouldn't do itI had the same problem last week when I went to get tickets for the Merriest Nights party. I switched cards and the second one worked. Neither card had a balance on it so it sounds like they are having system issues.
I have done a couple of reservations with the saved card on file and haven't had any issues with that so far. I just did reservations for Savis using the saved card and it worked. It's weird how somethings it works for and some it does't.

Did you call your credit card company? They would have the best answer on what happened. Most times when that occurs, they're trying to apply some sort of "Fraud Protection", especially with high $$ prices. We already have to buy park hoppers because single day tickets are gone. We have family in town who want to go last minute who already bought tickets this morning. The bank said Disney is declining the cards. We tried 3 different cards under different names and accounts. Nothing works. On hold now for the rest of the day I guess.That is really weird, that is it putting the charge through and then reversing. I'm at a loss on that one. We process about a hundred CC transactions each day at work and none of my people have mentioned anything like this. I have a feeling it is something on Disney's end that is causing the problem. I think in general their site is having issues today. I have tried two different browsers (Chrome and Edge) and it is hit or miss if the main menu at the top shows up. Not sure if it is because they are getting ready to turn something on for the Genie+ functions or doing some other type of update. Last time I had this problem was back in July and then I noticed the room reservation screen designs had been changed.
I hope they get it sorted out soon, it can be really frustrating when you want to spend money on something and you can't...and not because you don't have the money.
EDIT - The WDW and DCL sites are acting up as well.

My CC companies now notify me with fraud alerts. I try to call if making an unusually large charge but still can have limited success in having the charge go through first time.Did you call your credit card company?
