I think when you can drive, you can date. Think about it, middleschoolers can't drive. So do they really go out? No! They just hang out at school/recess and call each other alot. They are just being friends I think.
All of my "old friends" have BF's/GF's. Its stupid. At school dances, they dance to a slow song, kiss each other on the cheek, then leave their "date" until another slow song and go hang out with their friends and flirt with the opposite sex when they aren't with their BF/GF. Its stupid. I had a BF in 6th grade. He asked me out at a dance on a Friday night. I said yes(because I was stupid and immature)and then realized over the weekend we weren't really gonna be dating. We would just hang out at school and stuff like we usually do.
So, the next Monday at recess, I "broke up" with him. I told him I wasn't ready for a BF and asked if we could just be friends. He said yeah, and he was sorry. He asked me out again a couple weeks later and told him no. But we are still friends today. 
But I personally think 16+ is an appropriate age to start dating.
