This has a link to the latest version I have seen, which does appear to be very different from the original, though I haven't read it all. In regards to the stimulus checks since that's the focus of this thread, it appears they got rid of the original reduced payments for those with low tax liability and eliminated the requirement for earning at least $2500. No minimum income appears to be needed. The tax year was changed to 2019, and for those who haven't filed for 2019, they would use 2018. For those who weren't required to file a tax return, they would use a Social Security Benefits statement to get your info. Funds would be distributed electronically or by check, and within 15 days after that, all recipients would be sent a letter to their last known address notifying them of how the check was issued and what to do if they didn't receive it.
The income limits remain at $75,000 individual ($1200 check), phased out by 5% up to $99,000.
$112,500 for Head of Household ($1200 check), phased out up to(I think) $136,500.
Married filing joint at $150,000 ($2400 check), phased out at $198,000.
