yet another free express pass question

I understand that the free express passes start at 10:00 am but I am unclear about something.

Does that mean that you have to wait until 10:00 am to actually go and get the passes or can you get express passes as soon as the park opens, but then have to wait until 10 am to actually use them.

As soon as you enter the park, at opening, go and get the first express pass that you want.

Depending on the time of year, the free Express pass kiosks may not open until 10 or 11 am.
