Yet another AP rate question ??

I have reservations for a WL Courtyard view for 10 nights June 25-July 5. I have been calling now trying to get a Standard or even a Woods view for money reasons (spent way to much last year !!!) and I had a CM tell me that when someone cancels a room with a AP or FL resident that they take that room and put it in the rack rate category and will not let that be available for AP or FL resident again Is this true ???? That stinks if so. So what he told me was you will not get a standard or woods view even if someone canceled.
