Thought it might refer to the muscle type vest/t-shirts.

It's a very elegant, semi-formal atmosphere. My DH usually wears a sports coat to dine there. The last time we were there it was 100 degrees out, and he wore a long sleeved polo with linen tailored slacks. I wore a dress.

I actually wasn't out of place...there were others dressed the same, but mostly in nice tops/ collared shirts and khaki shorts.

However--seems yet another "unenforced" code. Tank-tops (on men anyway) have generally been unacceptable, so obviously it weren't the shorts that got those folks (reported by Ducklite) turned away.
