Yacht Club Non-Smoking Rooms?

Does anyone know which floors at the YC are entirely non-smoking? What floors is smoking allowed on?

Also, what are the best locations for the "Water/Pool" view rooms? I assume these face the quiet pool in addition to SAB and the lake?
