There are many out there to chose from. I currently like Adobe Photoshop Album and Microsoft Digital Image Pro 9.

I second Dan's suggestion of Photoshop Album. It's a good tool that a lot of my friends and relatives use. (ok, I admit it, I told Dan about it too, and he liked it so much he uses it to organize his <b>17,000</b> pictures. wow!)
