I would see if both kids were okay, and have them both apologize. I'm not shy about instructing other people's children--I work with kids so it kind of comes naturally to me to step in. I would replace the balloon, too. (That's assuming they were bent out of shape--If they both just took off and seemed happy, I'd let it go. I bet the kid who lost his balloon wouldn't be so happy about that, though . . .)
