Personally, I would reschedule or cancel. This decision would be based purely on healthy safety rather than the parks being open. I do not see the virus being under control by then.

Florida has an executive order for all bars and restaurants to be closed except for take out until at least April 18th or 19th or the state of emergency ends. Disney is not going to open their resorts or parks without being able to open their bars and restaurants.
