We need points to rent for Jan 2009. There are a lot of people that have points for transfer. My sil and bil have a DVC account, could they buy the points for transfer and let us use them? Of course we would pay for the cost of the points. Is this even allowed or is there some written or unwritten rule that says you cannot do this?

Yes, your in-laws can do that for you. However, DVC accounts are limited to one transfer per use year, so they you would need to find someone with enough points for transfer to cover all of your reservation.
 
Yes. We are DVC members and my sister frequently rents points from other members. I told her to start having the points transferred to my account and I would make the reservations for her. That way I have control over her reservation rather than someone she doesn't know.

I thought they changed it and you could either have unlimited transfers in or out (but not both)? I get so confused with this transfer stuff

It was unofficially unlimited for a while, but they have gone back to the one transfer per use year, as stated in the original POS documents.
