Have reservations for Garden Grill pre park opening. After a couple of rides plan on park hoping to DHS. Can I leave through International Gateway before 11am?

The International Gate is open, but the countries are roped off and CMs are standing around to guide you. Remember people staying at the Boardwalk as well as those with ADRs need to be able to get back and forth easily.
