You are absolutely correct about the office space, but one rendering has the Sept 11th memorial museum way up high fitted into the lattices in the space where the planes hit and the 1,776 spire will house "Gardens of the World" at the top.
I work on the 46th floor of a high-rise and pray every morning when I get in the elevator and say another of thanks every night when I get to the lobby, something I never did pre-9/11. I would never visit that museum or that garden and I would worry for those that had to work there. And not just for terrorism, but a simple fire would be deadly.
I am the first to admit I completely overreact to this, and I apologize, I just still have nightmares of that day. I'm probably not a good judge for what would be considered a good design 20 years from now. After all, in the beginning, Parisians hated the Eiffel Tower!
