I have recently read that some people are booking breakfast in Norway before WS opens so they can get in line to meet Elsa and Anna before the line gets too long. Considering all of our options but I was wondering if we were to make an early reservation and be finished around 10:30am would they ask us to leave WS since it isn't technically open if it opens at 11am? Or could we wait in Norway for the meet and greet if still there?

You can wait in the Norway area, undisturbed.

You'll be fine. Most of WS does not open until 11:00 am, but the area between Norway and France is "open" before that. Akershus and Les Halles (France) are both open for breakfast, so the walkways are open to guests to get there. The shops and rides aren't open (so you can't get into the Pyramid at Mexico, for example), but you can walk to the venues that serve breakfast. They have CM stationed just beyond Norway and France to prevent guests from wandering to the rest of WS before it opens.
 
Thanks! I booked a reservation for the morning. Was hoping for a little earlier one (booked at 9:40) but if anything it will get us back there before they officially open the WS. DD will be ecstatic to meet Anna and Elsa!

We just got back Sunday evening, and DD wanted to meet Elsa and Anna badly, I had read on other sites, to get there early or be prepared to wait. We went Saturday at about 2:45pm to meet them, and were told we would be in the 4:50 meeting time, and would be waiting possibly over 2 hours maybe even 3 if they ran behind. Since the waiting line is outside in the heat, i was against that and told DD, we would go back Sunday to meet.

We got in line Sunday at 1020am, and were the last people for the 1st group, 11am, the CM said most people got in line at 9am. They actually roped us off. We did not meet them until 1145am, but I will tell you they were awesome and DD's excitement was worth the wait

So they are letting people without any reservations in the WS, to sit and wait early to line up. I realize the excitement may wear off and the line will go down, but, I saw many upset parents and kids, walking up at 5-10 minutes to 11am to hear they would be in line until 1 or 2pm for the meeting.

We are going in Feb. We have 1 1/2 days at Epcot so figuring we would attempt it on the second day. I guess we could always try on our first day but wouldn't expect to get to meet them. I wonder if they will still be letting people back earlier than WS opening to get a spot in line. I could always ask on that first day knowing that the CM may or may not know but maybe worth a shot. Maybe I should reschedule the breakfast for the earlier time slot but I hate to spend so much time waiting after breakfast. I could see canceling the breakfast and attempting to get back there around 10am. Booking FP+ in a couple days so that might dictate how we attempt meeting Elsa and Anna. We could wait in line and DH could hit single rider line for TT or hit SM another time while we wait.

A friend told me about the long waits so I booked a 8:10 ADR for breakfast but if they are letting people in to wait is the early breakfast pointless then? I am stressing this M&G WAY too much.

You don't have to do the breakfast just to get in line for Anna and Elsa. You can get in line from 9am if you would prefer. People are lining up from 9am so even with an 8:10am reservation, I doubt you would finish in time to be first in line.

Actually I just canceled our breakfast reservation. Going to make our FP+ selections in a couple days and then we will figure out what time we can head back to Norway to get into line. I told DH (he didn't want the ADR as this meal would be OP and he didn't think the cost was worth the breakfast - plus we are already eating dinner there) that DD and I would go back to wait in line and he could go on TT and MS while we waited. In the end it will all work out and we will have a fabulous time at Disney!!!!
