World Showcase and EMH?

I know that offsite guests can be in the park for EMH but cant ride anything. Now is the World showcase like a ride if I just wann browse thru it during an evening EMH? I mean just see the buildings and landscaping.

They tend to shuffle the non-arm band wearers towards the front of the park. But yes you can still walk around. But most of the country's and the shops close up. Some of the restaurants are still open, but its very limited.
