TP has a crowd level of 3 for the night we want to do WOC. Is a dining package necessary?
Does the dining package need to be prepaid at time of booking?
Are the World of Color Wheelchair seating areas elevevated (looks like they are at the back of the arena?)

When we went my friend and I did the dining package for lunch (both the old box lunch then another time at Carthay Circle) We were glad we did the dining packages. And as she was in a wheelchair, I can verify that that section is indeed elevated a bit. We were able to see WOC quite good even with both of us being short (she is 5'4 and I am 5' even)

I would never count on a TP crowd prediction for DLR.
When are you going? Is it during a non-peak time? If so, you should be okay without the dining package. I wouldn't recommend it unless you really wanted to dine at one of the restaurants that offer WOC dining.
If you do the dining, you would pay when you dine, but probably have to put a CC down for the reservation.
The wheelchair area is elevated, but guests will be standing in front, so there may be difficulty seeing if a person cannot stand.

Most would agree that a dining packages for WOC is never necessary.

No need to prepay for package.

No, none of the HC areas are elevated in a special way. From certain locations you can see sitting down much as a child can see while standing.
