That would be nice, but again, don't count on it.

I think it depends on your server. My server allowed us to order a salad as our app, but specifically told us we couldn't order the biscuits as an app. So I don't think it is very consistent. Best to ask your server until Disney gets a consistent policy on this.

And see ours told me the exact opposite. We were allowed to order the biscuits but not salad as the appetizer. That said, we didn't like the biscuits.

Does it have to be everyone at the table/check? Could myself and my wife get fastpasses but my in-laws choose not to?

I assume the ordering requirements are just for Fast Passes. So if your inlaws want to dine with you but order whatever they want, they could do so but they'd be watching WOC from a different section than you.

Correct, the ordering requirements are only for WOC FPs. If you don't want the FPs, order whatever you want! If only half of your party want the FPs, make sure to clarify that with your server from the start to avoid any confusion later.
