We were there Saturday morning after 10 and it was empty. Cranium Command is hilarious (we were the only ones in the theater watching it-- such a shame!) and Body Wars is great (a walk on-- it's so odd to walk down those long hallways and remember being in huge lines there!). The building is rarely open, and I think it is only open until Dec 31, so if you are going this month, now is the chance.
It was a fun "blast from the past" for us, and we didn't know it was going to be open. It is not even mentioned on the Epcot maps anymore, and is not very well advertised/signposted when you are there. It would be a shame to miss it.
I wish they would update Cranium Command (it really is so clever) and keep the building open. Body Wars would probably be a good draw if people know that it's there.
It's a great building to escape the crowds, too. It is not open in the evening (shares hours with other Future World attractions).

Last time I was there was in 2002 and I did all of the rides and shows in it for the first time, so I'm glad I did get to see it all! You are right though...it screams 80's! But, what is the point of opening it at all if they aren't going to advertise it? Then, they're going to think no one cares about it, but it's because nobody knows about it!
