With purchase item

Can someone who is there now please tell me what the special is with purchase? The last time I was there if you spent $25 you could purchase a backpack for $19.00. I still have it and it was good quality, one year was a tote bag.

I saw the christmas tote ($20 with $25 purchase) and a Mickey and Minnie fleece blanket ($20 with $40 purchase) almost everywhere we went last week.
