With New FP+ Policy - I have a question...

I'm SO sorry if this has been asked. I'm sure others had come across this same issue:

We are a family of 6 with a trip planned in June with park hoppers. One day, we plan to go to EPCOT in the morning and have an ADR at HS for dinner. Our plan is to go at RD and do Soarin' stand-by and then use FP+ for Test Track and then Mission: Space. We honestly can't figure out another FP+ to use there since Soarin' isn't an option. I was going to use one for Turtle Talk or something, but no one is really interested. So, my understanding is that my first 3 FP+'s have to be made at one park, but after that, we can make FP+'s at a different park. But, we can't make another reservation without that third. Does it have to be used? If we just don't go to the 3rd FP+, will it allow us to make an additional FP in HS later, if we choose?
