Experiences can and will vary, but I arrived about 3 minutes prior to Wishes for my photo above. It was a bit of a challenge actually getting to this area at that time - navigating through people all over the place - but once there I could easily find a spot for 2 to sit. I wouldn't recommend cutting is that close though.
I agree with the PP, like I said it's not a completely ideal place to watch OUAT, but it's OK. On this particular night, I watched OUAT from up much closer to the castle stage, and held my child up (not on shoulders) because you pretty much have to. After OUAT I made my way over to that spot for Wishes.
To answer your question, if I were going to watch OUAT from here I would probably arrive 10-15 minutes prior to OUAT, but admittedly I strongly dislike waiting around and usually am pushing the limits of proper planning. Others will probably be more conservative.
One thing to think about, getting a spot either in front of the interior planters or on the "back" planters has some advantages. You can lean up against them, and you can stand without immediately blocking someone.
