It can't be a 'standing only' venue. It's a (sometimes, anyway) quick service restaurant, complete with tables AND CHAIRS. People do, apparently, get up from their assigned tables - the tables to which they were assigned in advance and to which they were escorted by Cast Members when the area opens and to which they bring their desserts from the buffet - to go to the railing to get a better view of Wishes. But it's not a standing-only venue. It'd be a mess.
As for it being "right over" a smoking area, unless something has changed drastically, that's relative. My recollection is, the smoking area is across a wide walkway - the entrance to Tomorrowland - and down an incline. It's also masked to a degree by vegetation. I don't recall a smoking area being close to this location, unless they placed one by the bathroom?
The smoking area is just across from the Plaza Restaurant, past the outdoor seating, down along the water. This is below and to the left of the Tomorrowland Terrace. If the wind is blowing the right way, and if you are sensitive to smoke, you probably would notice it. It is no where near Tomorrowland, more towards Main Street. I remember being upset that they turned this spot in to a smoking area because it used to be a nice place to go watch the ducks and get away from the crowds.
